We are pleased to announce that the Nemo Link’s modified Access Rules have been approved by the GB and Belgium regulators (OFGEM and CREG).
This notice, made in accordance with Article A5.1 of the approved Access Rules serves to bring the Nemo Link Access Rules v5 into effect for capacity delivered from 1st September 2026.
This version of the Access Rules has also been published on the Publication page of the Nemo Link website, together with the current Access Rules effective until 31st August 2026.
The approved version of the Access Rules includes several important updates that were consulted on earlier this year:
Key Changes to the Access Rules
- Market Time Unit (MTU):
Introducing MTU-based approach for Day-Ahead (DA) and Intraday (ID) rules to allow future flexibility (e.g. moving from hourly to 30-minute MTUs). A copy of the Market Time Unit (MTU) Application can be found here.
- Firmness After Day-Ahead Firmness Deadline (DAFD):
Removing “emergency situation” as a curtailment scenario after the DAFD in Long-Term (LT) and Day-Ahead (DA) rules, strengthening physical firmness for capacity holders. Intraday rules remain unchanged.
- Loss-Adjusted Day Ahead Market Spread (LADAMS) Calculation:
In the event of capacity curtailment before the Day-Ahead Firmness Deadline (DAFD)(*), the compensation issued by Nemo Link to Market Participants would be Loss-Adjusted Day Ahead Market Spread (LADAMS). Nemo Link have adjusted the LADAMS calculation to reflect 15-minute MTU prices under Single Day-Ahead Coupling (SDAC).
- Day-Ahead Nomination Gate Times:
Changing the DA nomination window to open earlier (10:00 CE(S)T) and close later (14:25 CE(S)T).
- Intraday Nomination Gates:
Removing fixed 24-gate structure to enable more gates if smaller MTUs are adopted (e.g. 48 gates for 30-minute MTUs).
(*) Capacity curtailment before DAFD may occur as a result of an interconnector outage or when TSO restrictions reduce the new Net Transfer Capacity (NTC) below the total capacity sold in the relevant long-term auctions.
Additional Changes
- JAO-Related Changes:
Removing fallback auction based on default bids in the DA rules and introducing “contestation period” definition for clarity. - General Clarifications & Housekeeping:
Updating NESO’s legal name, improving grammar, and clarifying roles and responsibilities in termination/suspension clauses for Nemo Link, Interconnector Operator (to define Nemo Link & Elia) and Allocation Platform is referring to JAO - Harmonised Allocation Rules (HAR) Alignment:
Ensuring consistency with the HAR 2024 and HAR 2026 version.
These changes support Nemo Link’s ongoing commitment to providing a transparent, efficient and future-ready interconnector service for all market participants.
We would like to extend our sincere thanks to all customers, market participants and stakeholders who took the time to review the proposed modifications and provide feedback during the consultation period. We highly value your feedback and thank you for your time in putting together your comments.
