Nemo Link Launches 2025 Access Rules Consultation

Nemo Link is pleased to announce the launch of its consultation on the latest version of the Access Rules, ahead of submission to regulatory authorities for approval, running from 15 December 2025 to 23 January 2026.

The consultation includes the following proposed changes:

  • Market Time Unit (MTU):
    Introducing MTU-based approach for Day-Ahead (DA) and Intraday (ID) rules to allow future flexibility (e.g. moving from hourly to 30-minute MTUs).
  • Intraday Nomination Gates:
    Removing fixed 24-gate structure to enable more gates if smaller MTUs are adopted (e.g. 48 gates for 30-minute MTUs).
  • Firmness After Day-Ahead Firmness Deadline (DAFD):
    Removing “emergency situation” as a curtailment scenario after the DAFD in Long-Term (LT) and Day-Ahead (DA) rules, strengthening physical firmness for capacity holders. Intraday rules remain unchanged.
  • Loss-Adjusted Day Ahead Market Spread (LADAMS) Calculation:
    Adjusting the LADAMS calculation to reflect 15-minute MTU prices under Single Day-Ahead Coupling (SDAC).
  • Day-Ahead Nomination Gate Times:
    Changing the DA nomination window to open earlier (10:00 CET) and close later (14:25 CET)
  • JAO-Related Changes:
    Removing fallback auction based on default bids in the DA rules and introducing “contestation period” definition for clarity.
  • General Clarifications & Housekeeping:
    Updating NESO’s legal name, improving grammar, and clarifying roles and responsibilities in termination/suspension clauses for Nemo Link, Interconnector Operator (to define Nemo Link & Elia) and Allocation Platform is referring to JAO
  • Harmonised Allocation Rules (HAR) Alignment:
    Ensuring consistency with the HAR 2024 and upcoming HAR 2026 version.
